City Manager Craig Owens recommends a 3.5 mill property tax increase that would be Lawrence’s biggest in at least five decades, raising a $300,000 home’s bill by about $120 yearly. A 0.05 percent sales tax hike for affordable housing would require a citywide vote.
Lawrence City Manager Craig Owens proposes placing a measure on the November ballot to raise the affordable housing sales tax from 0.05 percent to 0.10 percent. The extra nickel per $100 would fund homeless services under the plan, many of which rely on temporary pandemic funds ending in 2025, and would grow city funding from 1.25 million to about 2.5 million for housing initiatives under the A Place For Everyone program.
Douglas County Commission opened its 2025 budget hearings with questions on reducing firefighter staffing from four to three per truck and potential cuts via attrition. Fire Chief Rich Llewellyn noted seven to nine positions could be eliminated while the department plans new stations in Lawrence, drawing union concerns amid rising emergency calls. Commissioner Shannon Reid pressed why coverage standards changed despite rising calls.
The Outdoor Aquatic Center at 727 Kentucky St plans a major facelift including a lazy river splash pad and shallow pool as part of a $6.1 million capital project. Officials cited pervasive cracking in the older sections and prioritized upgrading the wading pool and bathhouse drainage and privacy.
