Trafficway shift may cut parkway funds

Budget plan holds tax line

City Manager Mike Wildgen unveiled the 1993 city budget with no tax increases and no major boost in city services. The proposal keeps the property tax rate at 28.17 mills, while growth in base revenues funds some expansion. Impasse Declared In Lawrence Teacher Negotiations

Lawrence teachers and the school board declared impasse in salary talks for the 1992-93 year after failed negotiations. A Federal mediation official will be assigned, with a fact finder possible if mediation fails. The LEA proposed a 9.95 percent salary increase, down from 13.75 percent, while the board kept a 6.95 percent offer. The district states the offer balances priorities amid rising student numbers and a $2.6 million state-aid shortfall, funding eight new teachers and restored paraprofessional staffing to 1990-91 levels.
