Restitution System Fails Victims In Harper Case
On January 12 1989 William C Harper paid the last of his court ordered restitution after a $76 675 securities fraud judgment. He paid $1 935 in monthly sums as low as $25 leaving $74 740 unpaid. Only two of his 36 victims ever received any money. Court services director Kevin Johnson laments the system’s inability to compel repayment and notes that since 1987 the court collected $381 492 in restitution while unpaid debts rose, leaving a $1 477 704 outstanding balance at year end 1992. Jeffrey Maxwell, one victim, never received a penny.
