Controversy Over Prison Ombudsman at Topeka Hearing
The hearing on Senate Bill 72 featured debate on creating a prison ombudsman. Proponents led by Forrest Swall argued the ombudsman strengthens credibility and rehabilitation, while warden R. J. Gaffney warned it could signal prison corruption and require a large staff. The bill would establish a corrections department and a governor accountable ombudsman option was contested. Douglas County contemplates a new judicial law enforcement building with a $3.2 million budget using revenue sharing to avoid tax impacts.
