Finnish forces report repelling renewed Russian assaults northeast of Lake Ladoga with nine tanks destroyed and five planes down. Taipale casualties near 50, Pitkaranta recaptured, air activity focused on battle zones, and Russian reinforcements hoped to split Finland.
E. E. Kelley a Garden City newspaper veteran and former assistant state printer died at his home at 7 15 this morning aged 78. He once published papers in Garden City Toronto and Madison and edited the Kansas Grass Roots column in the Topeka Capital. Born in 1861 in Warren County Indiana he left teaching for newspapers and later worked in county school superintendent offices before joining Topeka as assistant state printer in 1919.
Paris reports that only 15 of more than 7,300 allied or neutral ships in convoys were lost to German submarines up to January 24. The statement also notes allied forces captured 21 German ships and sank three, while Germans scuttled 23 of their own vessels totaling 139,236 tons from about 350 ships in neutral ports at the war start.
Prime Minister Chamberlain told a London luncheon that Britain aims to avoid friction with neutrals in the war against Germany. He noted curtailment of nonessential imports to fund munitions, praised the United States trade treaty, and argued for restoring international trade when peace comes. He stressed not sinking neutral ships and justified actions as war needs.
Senate Foreign Relations to hear Jesse Jones testify today on a bill to raise the export import bank capital by 100 million dollars to back a 20 million dollar Finnish loan. President Roosevelt discussed Finnish relief plans with Col. Frank Knox and Sen Harrison suggested private bond sales in the U.S.
J Warren Madden chairman of the Labor board testified before a special house committee that the AFL CIO split placed the board in an awkward umpire position in a labor movement civil war. He said prior hands off policy shifted after the divorce of the AFL and CIO and cases involving expelled unions provoked resentment.
Nearly four miles of Lecompton streets will be surfaced with crushed native limestone this spring under a WPA project approved recently. The work will run from about March 1 and employ about 20 men for four months at a total cost of 6519 dollars, with the city paying 1784 and WPA contributing 4735. The project was submitted by Mayor Paul Maust and city clerk W G Holhaway, sponsored by the city, and administered by Clarence Nevins of the WPA.
Rome officials and Italian newspapers reacted with reserve to Adolf Hitler's latest policy declarations. Rome papers largely ignored the speech, while Paris and London commentators offered varied judgments. The British press dismissed the address as stale, and Paris papers argued it showed a politician clinging to old propaganda amid new war threats.
Berlin reports in two days German air force destroyed 18 vessels nine Monday and nine yesterday. Seven armed commercial ships were sunk and two British patrol boats damaged or sunk amid intensified anti aircraft defenses. One German plane is missing as defenders claim only light losses.
London reports the 5062 ton British steamer Vaclite was sunk in a convoy by a German submarine. The submarine was later destroyed by a British flying boat after being depth charged. the Vaclite crew were rescued by an Italian ship.
Continental Oil No. 1 St. Charles, Arkansas county well caught fire last night and continued to burn today. The fish well blew out Saturday night with gas and distillate, suggesting a discovery of a new field. Test stands eight and a half miles northeast of Samar, at depth 9,336 feet.
A decree in the Official Gazette records Prince Ernest Rudiger von Starhemberg once vice president of Austria and Heimwehr leader commissioned as an infantry lieutenant in the French army. He offers to serve against Germany for the duration of the war and the government accepts.
Paris January 31 year Harri Holma Finland’s minister to France told reporters that Field Marshal Baron Mannerheim’s Finnish army is condemned to death if it does not receive sufficient aid in its fight against Russia. An army can perform one miracle but never a series of miracles, he told the Anglo American Press club luncheon.
The supply ministry announced that paper would be rationed soon as shortages bite. Butter bacon ham sugar and coal are already rationed due to wartime disruption. Much wood supply from Scandinavia has been interrupted by the war.
The United Mine Workers convention endorsed considering a third term for President Roosevelt. Leader John L. Lewis claimed the majority was overwhelming despite floor debate. The executive committee will act based on Democratic unity, liberal candidates, and the New Deal agenda.
The Lawrence tax sale continued in the court house with bidders filling the room for a second day. By noon Breezedale and northwest Lawrence properties sold, North Lawrence properties opened at 1 pm, and many small parcels went for low prices. About 90 percent of offerings were bought by John L. Kilworth, with most sales by two or three bidders.
Topeka reports a shift to colder conditions with snow flurries in eastern and northern Kansas. A high pressure system from the northwest brings unsettled weather, with tonight warmer in the east and much colder tomorrow. Temperatures reach 25 to 30 degrees tomorrow after near 20-degree lows tonight.
Mexico City January 31 President Lazaro Cardenas said Mexico would not submit the expropriation of foreign oil properties to international arbitration. He said companies had repeatedly been asked to participate in valuation but refused, and that valuations fixed by Mexican judicial procedure cannot be changed. He added the question of protesting the English French blockade on Germany is being studied.
Henry J. Allen William P. Snyder and Arthur J. Carruth owners of the Topeka State Journal end their partnership and transfer control to Oscar S. Stauffer. Stauffer, a Kansas City publisher, will oversee the paper with Allen Carruth and Snyder stepping back from daily roles.
W S Starkey salvages lumber from Lawrence's 1857 Methodist church on Vermont Street under agreement with owner Mrs G W Jones Topeka widow of Dr G W Jones. The 88 year old frame building once served as a morgue after Quantrill's raid and stood on land bought in 1855. Walnut and oak timbers are to be reused in a new home by Ogden Jones Topeka lawyer.
WPA workers on the Douglas County blanket project resume duties in five sections after a brief shutdown during extreme cold. Nearly all workers returned Monday with no county-wide layoff. timekeeper Curtis Cook notes work continued through the two week period ending last Saturday, except for about two-thirds of that time when temperatures were extreme.
The average of 60 stocks stood at 49.4, down from 49.6 yesterday as investors weighed market movement.
Berlin reports note Hitler declared England and France will get the fight they asked for signaling a finishing strike as war nears its five month mark. Observers cite reliance on Soviet Russia and Italy and describe a tense rally of 25 000 in Berlin with Goebbels emerging later to reveal the venue.
