Sex predator treatment program keeps offenders in custody
A Douglas County jury found Kodi Thomas a sexually violent predator and sent him to the Larned State Hospital Sexual Predator Treatment Program where 216 offenders are held. Since 1994, more inmates have died of natural causes in the program than have been released, with 17 deaths and 3 releases amid high costs and long confinement. Brull, confined since 1999, calls it an expensive warehouse as Kansas spends about 700000 dollars on the program to date.
