Senate Defeats Amendment to Postal Rate Bill
Washington January 29 a proposal to reduce second class mail rates to the 1920 level was rejected by the senate as an amendment to the postal pay and rate increase bill. The defeat by 43 to 36 opened the way for action on rate increases. An amendment to apply 1920 rates only to newspapers was defeated 65 to 31. The senate also exempted publications from the proposed one cent per pound increase, retaining two cents per pound for second class mail in the first zone. Rates for advertising portions were set at two cents for the first two zones, three cents for the third, six cents for the fourth through sixth, and eight cents for the seventh and eighth zones. An effort to raise these rates was defeated 66 to 14. The measure then approved the restructuring of second class rates temporarily. The proposal to reduce the weight limit for third class from eight to four ounces passed without a record vote along with two cent parcel post service and 25 cent special delivery, but rural route origin was excluded from the two cent charge.
