Carl H L Monroe a Lawrence Black soldier with the 505 Pioneer Infantry in France shows a letter from George R L Soald chief engineer of the First Army praising his regiment. The engineer notes their work in the Meuse Argonne offensive from September 26 aiding supply lines and engineering tasks. Monroe enlisted last July and arrived in England September 8 before joining the front.
Copies of Executive Order Number One from Governor Henry Allen reached Lawrence as Maj. R. Neil Rahn announced the Kansas National Guard Fourth Regiment will be equipped for peacetime service. The new adjutant general, General Martin, comes from France where he led brigadier operations with the Thirty-fifth Division and will oversee formation of the Fifth regiment. Two carloads of gear, including rifles, pistols, tents, ranges, and ammunition, arrived for the Kansas troops, with full equipment planned for 10,000 men statewide. The state house caverns received the shipments as the guard prepares for rapid mobilization.
The proclamation of ratification was issued by acting Secretary of State Frank I Polk declaring the federal day amendment ratified after the thirty sixth vote in January.
