Kansas education bill links teacher ratings to pay and site posting
The plan places 40 percent of a teacher’s score on supervisor peer and parent input and 10 percent on the profession, with ratings of highly effective effective progressing or ineffective. Ratings would be posted on a district website. Brownback offers 5000 dollar bonuses for highly effective teachers and districts would provide development or termination for two consecutive years of ineffective ratings. Students would not be taught by teachers deemed ineffective for two years. Critics say posting ratings online could hinder improvement and penalize teachers amid funding and pension concerns. Statehouse reporters note lawmakers may split the bill into four measures to ease passage.
