Briand Masterful in Debating French Financial Plan
Paris January 27 AP The first day of debate in the chamber of deputies shows premier Briand adept at steering the discussion. He plans to press leftist demands, substituting their 101 articles for the finance minister Doumer's 14, aiming to ridicule their proposals and the unpopular Gaston tax. In a witty dig he notes tax payers are voters, underscoring the political tone of the session. Meanwhile Paris merchants along Rue Auber raise 500000 francs to retire floating debt, with over fifty streets organizing similar efforts.

Court Vote Nears as Debates Roil Senate Over World Court
Washington January 27 A day of heated debate over the world court saw cloture fail to halt discussion as the Senate prepared for a final roll call. Controversies over the League of Nations Woodrow Wilson and issues such as religion and the Ku Klux Klan fueled arguments. Supporters claimed votes to defeat reservations would allow passage while opponents warned the court could become a tool of war. Mrs Woodrow Wilson attended the cap itol galleries as the discourse intensified with Opposition notes about Klan Catholic lines and Catholic Knights of Columbus. The day featured Moses Lenroot Borah Pepper Reed Underwood and Stephens arguing for and against a reservation that would bar enforcement of court decrees under certain conditions. The columned debate hinted at a broader clash over U S entry into the court with lingering reservations and no final vote by adjournment.
