City Hall reports the new curbside program collects more than 400 tons of recyclables each month. Kathy Richardson, solid waste division manager, says participation is strong and the program is progressing. The initiative began in mid October and will influence the city's overall recycling rate over time.
Gov. Sam Brownback proposes a broad tax hike to cover a budget shortfall, including a 50 percent rise in the alcohol tax and nearly tripling cigarette and tobacco taxes. Retailers warn prices will rise but say demand may stay steady. current 8 percent tax would become 12 percent.

The Boys and Girls Club of Lawrence considers a teen center on district property near the 2900 block of Haskell Avenue to house the College and Career Center. Executive director Colby Wilson estimates a 5 million dollar building with gym kitchen tech center dance studio and classrooms. The Lawrence school board will discuss the proposal at its Monday meeting as a capital campaign begins and the club clarifies it is not a done deal. Ground broke for the 33000 square foot center in September with a 5.7 million price and August opening.
