Efficiency report raises questions about school funding

Kansas lawmakers and education groups reacted cautiously to Gov. Sam Brownback’s School Efficiency Task Force report proposing changes in school funding and district budgeting. The panel urged a task force to define instructional spending and move money toward classrooms, but a core issue remains how to distinguish classroom expenses from administrative costs. The Census standard defines direct teacher-student activities, including teachers and aides.

Liberty Hall at 644 Massachusetts St will be powered in part by about 200 solar panels as crews finish rooftop installations. Sunflower Outdoor & Bike Shop at 804 Massachusetts St adds roughly 65 panels on the building owned by David and Susan Millstein, with Cromwell Environmental helping. The system is expected to light about 400 incandescent bulbs or generate about $5,000 in annual electricity value, with rising future value and payback expected.

State urged to join feds in health exchange

Kansas Insurance Commissioner Sandy Praeger urged the Legislature to partner with the federal government to build a health insurance exchange under the Affordable Care Act. She said action requires approval from the Legislature or Gov. Brownback and stressed the need to work together while keeping options open as the federal reform law requires a state exchange by January 2014.
