The Saturday Column notes Lawrence residents rank a dog leash law and dog hygiene as the city’s top issue, citing letters to the Journal-World. It questions why broader topics like downtown planning, tax policy, education funding, and municipal development receive less citizen attention.
Kansas City architect planner Robert L. Bell will address the Lawrence and Douglas County Beautification Council on a planned unit development at the northeast corner of 15th Street and Kasold Drive. The project approved Dec. 21 by the Planning Commission envisions 95 single family homes 408 duplexes 372 garden apartments and 180 apartments in five high rise buildings. Ken Thompson will discuss planning large areas and problem areas in the Lawrence region. The council will elect officers after the talks.
Firefighters responded to a 2:46 a.m. blaze at 1904 Vt Street owned by Herman Mast and leased to Donna Fenstemaker. No injuries were reported with about 2200 dollars in damage. The fire was likely started by a cigarette in a chair.
Kansas Lt. Gov. John Crutcher will speak at a Douglas County Republican Women’s Club buffet at the Eldridge Hotel. The event begins 6:30 p.m. with a program at 7:30 p.m. Reservations by Tuesday noon are requested, calling Mrs. Reynolds Shultz at VI 3-5516.

Classes include blue print reading with Robert Ratliff, chair caning by Larry Myers, creative painting by Rose Ignatow, judo for women with Dr. John B. Long, oil painting, drawing and photography led by Mar garetta Mitchell, dance by Mary Gordon, speed reading with Ted R. Garton, stenographic shorthand with Terri Ratliff, and transistor electronics by Richard Schroeder. Jon Brake will become editor of the Kansas 4-H Journal, succeeding Donald L. Esslinger. Brake is a former Topeka and Marysville newspaper staffer and Centralia publisher, with the Kansas 4-H Foundation announcing the appointment. The journal is printed by The World Co. of Lawrence.
Grizzly bears dig dens into slopes to minimize water during thaws and line burrows with evergreen boughs for warmth. The dens face north to maximize snow insulation and protection in winter.

At Cherry Point North Carolina Navy Lt Peter Nelson and three others survived a crash and 39 hours adrift in freezing Atlantic waters after their helicopter ditched returning to the Taconic. A fifth crewman is missing presumed dead and two bodies were recovered.
Italian police charge Fedele Gelormini and four others in Ariano Irpino after Giuseppina Ianniello, 20, was abducted 12 days before being found safe in Flumeri. She had rejected proposals and planned to marry Michele Faratro, with family involvement cited.
