Speech in the Senate on Monroe Doctrine and war risks
The Senate debated President Cleveland's Monroe doctrine and the Venezuelan question. Senator Sewell urged restraint, warning a war posture could force the United States into protectorate duties and arming for distant duties in South America. Representative Morton introduced a war prisoner reimbursement bill for those held in the Civil War. Postal clerks pay deductions were defended as necessary for discipline. The Behring Sea treaty was praised as a sign of reason in Anglo American relations. A House investigation into judicial matters began.
