Lawrence city commissioners gave first reading to a revised Environmental Code targeting blight in residential areas. The measure bans visible junk debris abandoned vehicles and similar items, with a 15 day notice period and potential fines or removal costs if violations are not remedied.
Iva Toguri D'Aquino, the woman known as Tokyo Rose, is pardoned by President Ford restoring her citizenship after decades of hardship. She spent years in prison, testified that she only spoke words written by others, and expressed relief at the pardon announced amid reporters in Chicago. Senator Hayakawa supported her case, citing unjust postwar sentiment.
Four more candidates filed in area towns for spring school board and city council elections. In Douglas County H Lyle Weeks seeks re election to Eudora school board the first filing in that district. Other seats include Holladay Mosser and Basehor Linwood board races. Raines moves to position 5 on Basehor Linwood board due to address change. Peckham first to file for Wellsville school board position 6. Linwood mayor candidate Ray Brentz and Ron Smith for one of two council seats also filed.
Ten female Kansas legislators form a bipartisan caucus to share information on bills affecting women. They aim to boost committee attention and floor action for issues like education, child abuse, day care, and helping displaced homemakers return to work.
Kansas State Rep. John Vogel introduces a bill to move all population and census duties except agricultural data from the Kansas Board of Agriculture to the state registrar of vital statistics. Douglas County appraiser Darwin Rogers supports the idea and notes prior consultation.
The University of Kansas Senate Executive Committee voted to forward proposed revisions from the Calendar Committee to the University Council for approval. The changes align the 1977 78 calendar with the Regents schedule, moving spring 1978 classes to Jan 18 start, Jan 12 enrollment, and Jan 16 end. Veterans Day as a holiday is proposed. Eldon Fields was absent, delaying reports, as the committee also nominated members for the Summer Orientation Planning Committee.
The Lawrence Arts Center launches its first annual membership drive with an American Festival from 2 to 4 pm on Saturday and Sunday at Ninth and Vermont. Visitors can view the Haskell Indian Junior College exhibit and watch local artists demonstrate slab pottery weaving painting and other techniques by Jay Stires Ann Schlager Jan Gaumnitz Beth Glass and others.
A Dallas bound Amtrak train struck a parked car near Seventh and New Jersey in Lawrence. The engineer James Yardley said the speed was 25 mph and the train dragged the car about 140 feet before stopping. The car owned by L W Cory of Leawood could not be located. Damage to the car was about 2000 dollars and the train delayed about one hour.
Two families displaced by fire Monday found temporary shelter with relatives and friends while arranging new housing. The Floyd Frazier family lost a $10,000 home at 400 Ala and now stay at 189 Pinecone with clothing needed for a wife size 18 dress and a six year old size eight. Fire officials traced the blaze to a malfunctioning heating pad under Mrs. Frazier’s bed and noted a delayed report hindered response. A second family near 2708 Ponderosa suffered kitchen and bathroom damage from heat tape thawing pipes, with losses including several rooms and appliances totaling about $2,300.
