Senate backs Quincy bill on municipal rights and contracts
In Topeka the senate committee on second class cities favored the Quincy bill governing municipal contracts and franchises. It would require contracts to be published in the official paper and allow voter petition to submit any contract to a public vote. The measure aims to curb binding contracts by smaller cities and contemplates future changes by Congress. The debate touched lobbyist classification and a probe into Copeland disaster fire escape violations. The constitution amendment would tax classes and exempt personal property up to 200 and property used for state, local, or charitable purposes.
