Lawrence resident Fred Harris Howard II died January 14 2011 at Lawrence Memorial Hospital He was 82 Funeral services were held at Roberts Blue Barnett Funeral Home Emporia with interment at Prairie Grove Cemetery near Cottonwood Falls He was a longtime law enforcement officer including director of the Kansas Bureau of Investigation and chief of police in Topeka Survived by wife Beverly two daughters seven grandchildren and two great grandchildren A memorial supports the Kansas Law Enforcement Officers Memorial Restoration Project.
