Governors lawmakers and prison officials nationwide push reforms to cut prison and parole populations by tens of thousands. California aims to end parole for most nonviolent offenders shrinking the system by about 70,000, while Kentucky Virginia New York and Michigan explore early release and sentencing tweaks. The Pew Center projects prison populations rising to 1.7 million by 2011, but states seek safer, cost effective community supervision and treatment programs.
