Education groups blast Hayden budget in Kansas
A coalition of Kansas school associations denounces Gov. Mike Hayden’s proposed budget as a hit to property taxpayers and a retreat from educational quality. They warn of draconian cuts or major tax increases unless new funding sources are found, citing insufficient state aid and reliance on Proposition 13 style tax caps.

Welfare recipients to get notice of cut in Kansas
Secretary Winston Barton told senators that General Assistance will be cut and notices mailed next week announcing elimination of the state funded program on Feb. 1. The move follows a $34 million budget shortfall in the Department of Social and Rehabilitation Services and a prior MediKan elimination. The board approved $9 per person per month cuts to General Assistance and to the state share of Aid to Families with Dependent Children, with two thirds of the budget federally mandated. Public hearing set for Jan. 29 and board meeting Jan. 30. Barton noted the budget is $953 million and Gov Hayden proposes an $18 million increase. General Assistance funds cash grants for adults 21 to 65 unable to find work.
