Wheeler gets 60 days in jail for rape case at Haskell
Douglas County Court on Friday judge Paula Martin ordered Wheeler to serve 60 days in jail followed by two years probation. He must obey the law abstain from drugs and alcohol and have no contact with the victim. Wheeler also must complete an anger management program. If he violates probation he could face more than a year in prison. The victim and family spoke of moving forward while criticizing Wheeler. Wheeler addressed the court saying the case changed his life and motivated him to improve. The judge urged remorse noting the victim’s life was affected more than Wheeler’s. Wheeler and co defendant Satoe faced trial after a 2014 rape accusation in a dorm room. mistrials were declared in both trials and Satoe awaits separate trial.

Kansas lawmakers face budget gap and school funding overhaul
Lawmakers begin the 2017 session amid a projected 938 million budget shortfall and a push to adopt a new school funding formula. KU leaders urge restoring 10 million in cuts and stabilizing state revenues as experienced legislators anticipate reversing Brownback tax policies such as the LLC exemption and a missing third income tax bracket. Local officials seek partnership with the state and less adversarial policy.

ICE agents face suit over alleged jail abuse of detainee Mochama
U S District Judge Kathryn Venti kept alive Mochama’s civil rights claim against two ICE agents over a January 2014 incident at a Butler County jail and Wichita ICE office. The judge dismissed other claims but allowed the excessive force complaint to proceed, citing an uncooperative detainee with a hand in his pockets as not justifying the force used. Mochama remains detained as deportation proceedings continue.
