Six masked men robbed the National Stock Yards bank in East St Louis after binding gagging three watchmen and a fireman. They blasted the vault with dynamite, taking about $5,000 in currency and coins before escaping as police hunted for clues.

Representative Cooper of Wisconsin introduced a bill to establish a civil government in the Philippines starting January 1904 with a president appointed governor, a two-house legislature, and two Philippine commissioners to represent Filipinos in Washington. The measure follows Lodge’s plan but expands the framework toward lasting civil governance beyond the war department’s framework.
Frank B Ferguson formerly of Chicago struck Leonard Shelgren of Cher k en Iowa with three punches in a Sioux City boarding house over a disputed three year old child. Shelgren died forty five minutes later from chest injuries. Ferguson, who remained at the scene, admitted striking the blows.
London dispatch dated January 7 says Kitchener notes skirmishes in South Africa with Major W H Plomer and Col J Spens engaging Commandant Christian Botha's forces near Amerafoort on January 3 and 4. Somerset Light Infantry suffered heavy losses. Major Valentin and eighteen men killed, five officers and twenty eight wounded. Col Colsbrander surprised Field Cornet Lonw's langer at Watervale on January 5, killing five and capturing twenty nine.
On January 7 a serious clash occurred between American sailors aboard the U S steamship Vicksburg and Russian soldiers at Nisacheng near Chio. One Russian soldier was wounded. the incident prompted a protest from the Russian ambassador to the U S minister in Pekin. Secretary Long instructed Commander Berry to prevent further collisions as the Vicksburg remains at the river mouth, unable to leave until spring.
David Melvaus of Topeka arrives in Washington to press LS Crum for the Kansas United States marshal post. Kansas leaders including Senator Horlon back Crum. Attorney General’s recommendation pending. former Marshal RoL Walker in town as supporters push for action.

A London report describes plans for a new open state carriage for King Edward VII's coronation parade. The carriage, drawn by eight colorful horses, will be crimson and gold with vermeil devices, yet to be finalized, and will be used in the London procession after the ceremony.
