Move to Cut Holding Company Domination to Extend Westward
Washington February 29 The securities commission began a long awaited move to bring major utility systems under the 1935 holding company act. It issued orders asking Electric Bond and Share and Engineers Public Service what they believe is required to comply with the law. Replies are due April 6 and hearings are tentatively set for April 26. The SEC noted final action could take years. Electric Bond and Share controls about 2.6 billion dollars in assets across 26 states, while Engineers Public Service controls about 373 million dollars in assets in 15 states. The commission will focus on the major systems and has seven others under scrutiny. A future notice will go to Middle West corporation. A commissioner explained the act’s ABC standards limit a holding company to one integrated public utility system in a geographic area unless the other systems can meet the standards or be reassessed for independent operation if in one or adjoining states or not unduly large.
