Graves plan faces federal scrutiny over Medicaid school funding
Federal officials challenge Gov. Bill Graves plan to divert about 100 million yearly Medicaid funds to Kansas schools, arguing Medicaid payments must fund health care for the poor. The proposal would allocate 15 million for special education and 8 million to revive a 50 dollar per pupil boost, plus 60 million in a senior drug aid trust and 10 to 15 million for nursing homes, with HCFA approval required.
