Senate trims Carlin budget for universities by nine million
The Senate Ways and Means Committee slashed nine million from Gov. Carlin's university funding plan. Cuts target faculty raises from 8 to 7 percent, operating-budget hikes from 6 to 5.5 percent, and require a 15 percent tuition rise to save the general fund about 5.8 million. The House moved toward final passage on a bill restructuring the board of regents, shifting appointments away from the Topeka Board of Education and delaying its effect to July 1.

Water agencies seek revived plan to unify state water bodies
House Governmental Organization Committee voted to introduce a bill consolidating 11 divisions and bureaus into a new State Water Commission. The plan mirrors Gov Carlin’s rejected executive reorganization, with a three member commission appointed by the governor for four year terms. The bill moves to hearings as Senate rejects prior Water Resources Authority idea and enlarging the state water board moves ahead in the Senate committee.
