British announce the Royal Indian Navy mutiny broken ashore and afloat amid continuing civil disorders in Bombay. Gandhi appeals for nonviolent action as casualties rise to about 210 killed and 1,200 injured in three days of riots.
The central legislative assembly adopted a motion of censure against the government over the Royal Indian Navy strike. Philip Mason, secretary of war, announced two inquiries into the affair, one by the military and another involving legislators. He pledged no mass punishment or victimization of strikers while reserving action against those who misled the men.
Chungking February 23. UP A.Chinese delegates denounce the Yalta secret agreement as a dark stain on Sino American and Sino British relations. They accuse Russia of controlling Port Arthur and joint Manchurian rail administration, and demand Russian withdrawal. Four thousand students in Szechuan resorts protested, with similar marches in Shanghai and Nanchang.
Former Nazi foreign minister Joachim von Ribbentrop urged the international tribunal to call Winston Churchill as a witness and claimed Churchill said England would destroy Germany if it grew too strong. Ribbentrop listed 38 Britons Germans and French to be summoned. Also notes on Hess defense witness and UK party politics in Topeka and Kansas.
Moscow on its 28th birthday hears Stalin urge no rest on laurels and to guard peaceful labor while expanding reach. Zhukov notes Red Army wealth of experience will shape future military science for years. Across the Soviet Union, radio and newspapers push Stalin’s order as guns fire in 16 capitals to mark the tribute.
Chinese communist leaders instructed Gen Chouen Lai to seek an immediate armistice in Manchuria where fighting continues despite the January 10 truce. They argue continued Soviet occupation depends on a peaceful settlement of internal communist government differences.
Manila reports Lt Gen Tomoyuki Yamashita was hanged at dawn near Los Baños after a December conviction for war crimes. He walked to the scaffold with a Buddhist priest, praying for the emperor’s long life, as two subordinates also faced execution. The case followed atrocities by his troops in the Philippines, including the Manila massacre of civilians.
County treasurer Boysery reports auto tag sales topping 6,000 with about 1,000 sold in the past month. A further 50 cent penalty will be added after February 28 for delinquent tag buyers, with the first late fee dated February 1 and an additional 50 cents monthly for each month owners fail to purchase their 1946 tag.
Douglas County workers received 969 unemployment compensation checks for the week ending at noon today. Of these, 247 were veterans and 712 were others. The unemployment office reported 56 new claims, including 37 by veterans, plus 53 interstate and six interstate new claims. Total traffic across all classifications reached 1,162.
Cal Ward, regional FSA director, reports an estimated 1,934 loans totaling 2,123,748 will be made in Kansas from February 1 to June 30. Of these, 869 are new loans totaling 1,444,278 and 1,065 are supplemental loans totaling 679,470. From July 1, 1945 to February 1 this year, 1,575 loans for 1,600,695 were made in Kansas, including 582 new loans for 967,077 and 993 supplemental loans for 633,618. Repayments from July 1, 1945 to February 1 totaled 3,026,673 with a delinquency rate around five percent.
The navy said Captain Charles B. McVay III was negligent in the loss of the cruiser Indianapolis and 860 lives but his sentence was remitted due to his prior record. McVay is restored to active duty while four officers receive reprimands for delays in action as investigations continue.
Governor Andrew Schoeppel will speak at a welcome dinner for new football coach George Sauer at the Eldridge hotel on March 6. Sponsored by the Chamber of Commerce sports committee, the event will host 200 men, with Clifford Dean in charge of arrangements and Jon Quigley handling ticket sales.

During the week ended yesterday the office logged 1 543 applicants for jobs including 1 050 men and 493 women. Of the men 410 were veterans. Seventy five workers were referred to openings, 33 men (20 veterans) and 42 women. Employers reported hiring 28 men and 10 women. 18 of those hired were veterans. There were 55 job openings listed, barely four percent of total applicants. Lawrence employers urged to contact the office for new staff.
Houston city officials asked District Judge Ewing to issue an injunction preventing 650 striking city employees from picketing water sewage gas plants and garage lots after a threatened general utility strike was called off. Chancellor Deane W. Malott returns from New York and Washington trips.
Chairman Carl Vinson unveiled a draft halt bill establishing a volunteer occupation army of about 500000 to serve in foreign lands. Enlistees would receive homeward transport, family travel for one round trip, and doubled pay for the unit. Service terms would range from two to six years for ages 18 to 30.
A dance scheduled for tonight at the Lawrence Country club was canceled amid county rules barring dancing at venues with beer licenses. Club manager Fred Frey said he spoke with secretary George Wetzel and canceled after president Dr. F C Allen was unavailable. No law enforcement confirmation was given, and the junior senior high students who would have attended were not advised.
Washington February 28 The White House declined to accept delivery of 1000 chicks with a $70 COD bill to President Truman and the Agriculture Secretary. Officials said no authority to pay. The Agriculture Department refused a similar consignment. Hatcheryman William Lathrop of Richmond Indiana sent the chicks to test reaction by Truman and Andersen.
Auto firms General Motors and the United Auto Workers recessed negotiations over the weekend after a session yielding no major progress toward settling the 95 day strike. Federal Mediator James F. Dewey planned a Washington consult with Labor Secretary Schwellenbach, with talks to resume Monday at 10 a.m. The break, Dewey noted, was voluntary and focused on non-economic issues as wage, seniority and vacation pay remained unsettled.
Shanghai reports describe testimony in the Hankow cremation case. Japanese defendant Shozo Masui testified that two American fliers were held face up and strangled with bound arms, then cremated despite claims by Chinese witnesses they were alive. The trial involves 18 defendants accused of involvement or responsibility in the cremation after a parade through Hankow streets.
Eight men filed for the six council seats at the city primary to be held on March. The filing closed last night at 10 o’clock and names include Lloyd Darnell Robert J from the Republican ticket in several wards. Five incumbents seek renomination, with contests in wards one five. The city clerk’s office extended registration hours and will reopen books for the general election in April.
Topeka reports Flora predicting spring like temperatures and scattered clouds Sunday. State highs 50 to 66 today, cooling to 45 or 50 tomorrow. Western Kansas bright, eastern areas partly cloudy. Lows tonight average 25 to 20 in east and south, 20 to 25 in northwest. Traces of rain in northeast, snow and rain at Concordia, and Dodge City west. Goodland records a 2% degree low as Coffeyville climbs to 65 after a 37 morning.
Emporia Kansas Feb 24 a joint student faculty grievances council will act as a campus problems clearing house. President D L Mace Farlane announced a six member faculty and six student panel with Maclare lane as non voting chairman. Earlier a petition circulated among students prompted the council formation. In Chetopa Kansas February 21 A Geraty 84 died in a farm house fire and his brother William about 60 was seriously burned when kerosene lamp ignited flames.
