Lawrence police officer resignations amid violence probes rise
The Lawrence Police Department saw a fourth resignation since 2014 amid violence allegations. Officers Nicolas Simon William Burke and Frank McClelland left LPD with varying certifications. McClelland faced a single misdemeanor battery charge linked to an April 17 2016 incident at 7128 SE U.S. Highway 40 involving Elijah Masquat and Tommi Knocker’s adult nightclub. Masquat, with a long criminal history, was arrested. Owens faced no charges and later resigned. The department cited accountability and ongoing public records debates surrounding KS CPOST notices and HB 2070 as factors in disclosures and investigations.
