Moscow reporting that the Soviet Union faces severe soil erosion with about three million acres of arable land abandoned annually. Agriculture Minister Ivan Volovchenko warns wind and water erosion threaten fertility and advocates a law holding departments and farms accountable for soil preservation.
Federal prisoner Martin L Rather, 35, of Pretty Prairie, ripped plumbing and flooded the Johnson County jail after a five year sentence was imposed for jailbreak. He built a fire in the dayroom, tore a wall toilet out, then pulled two wash basins from cells. He had escaped Jan. 26 from Leavenworth County jail and was recaptured the next day.
A two foot snowstorm blankets the Southeast forcing school closures including Chester Pennsylvania where civil rights protesters rescheduled a boycott. A district court jury acquits George R. Hepner, 29, of 1414 Prospect, of fourth degree manslaughter in the Sept. 14, 1963 tractor car crash that killed Harold K. Flory, a Pleasant Grove dairy operator-farmer, eight miles south of Lawrence on U S 59.
Kansas Attorney General William Ferguson states it would violate the 14th Amendment to reduce the Kansas House to one seat per county. Rep. Don Smith requested the opinion as the Legislature prepares for a Feb. 17 special session to redraw apportionment after the Kansas Supreme Court struck down the existing maps. The court found the House plan invalid for unequal distribution to populous counties.
Zuckert defends no involvement in leak as Johnson administration shows little enthusiasm for an investigation. About 80 county clerks from across the state gather at the Kansas University campus for the 15th County Clerks School. The event runs through Thursday with focus on appraisal and assessment and includes discussions on elections school unification and general operation of county government.

The Baldwin City Council on Monday evening adopted final recommendations for traffic ordinance standardization. The Law Committee presented the plan and the council accepted a preliminary report by Shaad and Viets of Shawnee Mission on electrical and piping work for installing two engines at the new City Power Plant addition.
In Chattanooga the defense says Edward G. Partin will give up the chair he has held as chief government witness in the Hoffa jury tampering case. Partin, a Baton Rouge Teamsters official, testified last week as cross examination began. The defense alleges government surveillance and questions witness payments to Partin, which prosecutors say reimburse travel expenses.
Nearly 70 local business and agricultural officials gathered at the 4-H Fairgrounds Monday to hear Dr. Duane Acker of Kansas State University discuss Agriculture's Growing Problems. He noted fewer farms but larger operations and emphasized investment and allied fields absorbing graduates. The Rural-Urban meeting was sponsored by the Lawrence Chamber of Commerce, ASC, SCS, Grandge, Farm Bureau and the NFO.
Thomas L. Schmidt presents a color travel film on Hong Kong at 7 30 tonight in the Lawrence High School auditorium. Schmidt narrates the program, the fourth in a six part series co presented by the Lawrence Kiwanis Club Lawrence Adult Education and Kansas University Extension.
Kansas Power and Light reports 1963 earnings of 8.56 million dollars or 2.70 per share, up from 8.31 million or 2.62. Last quarter earnings were 1.80 million or 0.57 per share, above 1.42 million or 0.44 in 1962. Total sales of electric power and gas reached 65.862 million, up 3.762 million from 1962.
Kansas official Jack Lacy spoke to about 120 at the Lawrence Chamber of Commerce praising Lawrence as front door to statewide economic changes. He cited water storage, young leadership, education facilities, research, and highway expansion as key factors. He urged patience and the IDEA motto as essential to development.
Santee, KU graduate and Olathe Naval Air Station consultant, leads volunteers in developing local fitness programs. He and his family will be guests of the President's Council for Physical Fitness in Washington D.C. this spring where three leaders will receive $1,000 cash grants. Santee previously won the statewide fitness contest.
