A wartime decree insists that hostilities proceed under terms of secret pacts and forbids public disclosure. The order compels officials to implement covert agreements while withholding their details from the public record.
Washington reports say Japan warned China against making public secret treaties at the peace conference. China accuses Japan of threatening to claim Germany’s rights in Shantung and cites Tokyo’s large military and shipping assets as leverage. Chinese delegates report treaties verbally after their baggage theft in Japan.
A carload of chocolate bound for the American Army of Occupation wrecked near Trier. German children from local families devoured large quantities of the candy, many for the first time, prompting doctors to be called as troops salvaged what remained and the youths headed home with more supplies.
General Pershing informed the War Department that the 26th New England and 35th Missouri and Kansas divisions were ordered to prepare for return home. No convoy assignment yet, but they are likely to be added soon.
John Gress paid 200 for a fine cow bought in a northern state. Testing reveals the cow is tubercular and will be slaughtered. County Commissioners appraised the animal at 150 dollars. Washington February 11 To defend the new six year naval building program the House Rules Committee moved to place the bill authorizing construction of 10 battleships and 10 scout cruisers inside the naval appropriation measure worth 720 million dollars. Supporters and opponents readied for a party line test on the rule after two hours of debate.
Treasurer J J Meade reports total daily receipts of 15821 and overall collections at 799881 toward an $8,000,000 goal for Douglas county relief. A donor adds 1 to 2 more dollars after learning the drive may miss the quota as committees push for all gifts before February 15. Local contributors include high school staff, church groups, and individuals with varied amounts up to 25 dollars.
In a remanded Supreme Court case, Judge Smart issues a ruling clarifying hedge trees are not hedge fences. The decision affects property boundary practices and legal definitions, prompting questions about enforcement and potential appeals.

Lawrence public schools will start the second semester next Monday February 17 per Supt R A Kent. Grade and building transfers due to promotions will occur Saturday February 15. New students not admitted until Monday. starting age must be at least six by March 17.
London Feb 11 Viscount Grey former British secretary of state for foreign affairs has been blind for years and is now learning to read by the Braille system of dots for the blind according to the Daily Mail.
In 1921 Judge C A Smart announces retirement and urges Lawrence merchants and professionals to engage in county and city business. Lawrence Chamber of Commerce reveals new officers led by J D Bowersock as president and Otis Perkins as treasurer. The group plans entertainments for returning soldiers and discusses a bill to add an assistant district attorney. Major Le F. Maron of the army signal corps and Private Michael of the Fort Paducah battalion address the meeting.
Public Business First. The county’s business is the largest concern for Lawrence citizens. Judge Smmt notes two justices work two hours daily, police judge issues etc. He says he will quit in January 1921 and urges Chamber of Commerce to confer with county officials to aid taxpayers. Citizens attend trials varying in size. courtroom attendance differs with case.
Nine fires were reported in Lawrence over the past two weeks, as tallied by Chief William. The incidents caused property losses estimated at about 5 to 1, or 80,675 in total. A large blaze affected the Lawrence Manufacturing Company on January 18, damaging the building for 27,000 and contents for 5,060.
Reports from Omsk say the Russian government accepted Japan's offer to provide troops women and arms to quell the Bolshevik challenge. The aid is linked to fears of Allied withdrawal from Siberia and possible recognition of the Bolsheviks at the Princess Islands conference. The detainees, including one woman, rode in unshackled custody, bundled in coats and bags, amid cold dawn crowds.
New York reports that Scott Nearing of the American Socialist Society and Rand School for social science faces federal charges for writing and disseminating articles alleged to subvert the nation's war efforts. Prof. George D Herron, named by the American Peace Commission as a delegate to a Princess Islands conference with Bolsheviks, is said to be responsible for endowing the Rand School.
