Graduate students and staff criticize strict enforcement by teaching assistants while noting senior staff often ignore rules. Safety officer Jack Rose cites lack of penalties and no teeth in regulations. Leaders argue devices help but may not prevent injuries. some partial protection is better than none.
In Kansas the helmet law faces amendments as legislators consider abolishing headgear rules while bikers led by ABATE push for no helmet requirements. A House committee merged two bills to require helmets for riders under 16 with eye protection, amid cross party debate and constitutional questions.

Lawrence officials reviewed the second probe into mis management in city government. City Manager Buford Watson called the report a union style study and contested witness selection by employee groups. The commission discussed a resolution to protect workers forming labor associations from harassment, to be posted in all departments.
Three separate crashes since the weekend left seven people hurt, one hospitalized. James O Gilroy, 14, Eudora, sustained a broken leg after a 4:20 p.m. collision with Marshall Lefler, 26, Lawrence, at K-10 and Main. Belinda Long, 20, and five Haskell Indian Junior College students were treated after a late night wreck on Haskell Avenue. A third crash near county roads 1039 and 458 left Janice Farris with minor injuries. Michael Owens lost control on a curve.
Two Kansas University students were elected president and secretary of the student section of the Kansas Park and Recreation Assn for 1976 at the annual meeting in Manhattan on January 29. Rolland Exon of Topeka, a junior, was named chairman and Susan Zeck of Leavenworth, a junior, was named secretary.
Secretary of Defense Donald Rumsfeld told a House Budget committee task force that another major cut could shift the U S military balance toward the Soviet Union. He noted U S defense spending has fallen 33 billion dollars in five years while Soviet spending climbs and urged maintaining deterrence through three strategic objectives.
The First National Bank of Lawrence announced at its annual stockholders meeting that assets surpassed $50 million in 1975, a first for Douglas County. President Warren Rhodes credited an experienced staff and a growth-oriented community for record earnings, deposits and capital in 1975 and outlined plans to remain a community financial leader in 1976. Lynn L. Anderson was elected director, with numerous officers and directors re-elected. William M. Terry was promoted to assistant vice president.
Two property owners petitioned for city control of a private sewer line serving three homes but the request was rejected. Council discussed lake dredging completion, trespassing rules, nursing facility sprinkler work, and extra storage for city gear.
