Waterboarding legality in doubt before Congress debate
CIA director Michael Hayden told the House panel that waterboarding may not be lawful under current statutes and is not part of the current program. Attorney General Mukasey refused to promise criminal investigations into past interrogations, saying actions were authorized at the time. Amnesty International urged accountability, labeling the questioning a double standard in law enforcement.
