President Nixon asked Congress to approve a wide 1971 environmental program. It includes noise and ocean dumping controls, toxic substance use rules, a lead gasoline tax, and a sulfur charge on energy fuels. The plan boosts EPA enforcement, allows citizen suits, and seeks $2 billion yearly for waste treatment for three years.
A citizen review committee will re study Lawrence's comprehensive physical development plan with a first April session and completion by mid summer. The panel from City and County Commissions Planning Commission developers and citizen groups aims to update without radical changes while clarifying policies for parks highways and fire stations.

Imprisoned priest Rev. Philip Berrigan leads six defendants in a federal arraignment on charges of plotting to bomb government buildings and abduct Henry Kissinger. The group includes two priests a nun and a Pakistani doctoral student. They deny all ties to the alleged conspiracy and call the charges fabrications.
Two candidates filed for position No 2 on the Eudora School District board. Norman K. Musick and Charles F. Everley will face possible election if no other filings come before February 16. Incumbents Norbert Grosdidier and Vernon L. Mott also filed for re-election and are unopposed.
A nationwide poll reports that 13 of every 100 Americans over 16 struggle to read well enough for daily life, per the National Geographic Society.
Lawrence city commissioners will review library plans at 2 p.m. Tuesday on the Fourth Floor of the First National Bank building. About 122000 in federal funds support a total project cost near 14 million, with plans delayed by condemnation battles at Seventh and Vermont. Bids will follow after plan approval as federal authorities sign off.
The Kansas University School of Architecture and Urban Design announced that architect Carl Koch of Boston will not give the lecture A Philosophical Approach to Industrialized Housing at 8 p.m. Tuesday Feb 9. A replacement lecture is set for Feb 17 with details to be announced.
