Judge George A. Kline of Shawnee county district court permanently enjoined the state from enforcing a gas dye rule. The court held the dye expense must be paid under the motor vehicle fuel tax law and not charged to distributors. The regulation, effective January 1, was issued by J L Grimes, former head of inspections. Independent distributors argued the rule imposed an extra tax.
Spanish insurgents push about 14 miles north of Teruel seizing 35 villages and 230 square miles, threatening the Barcelona coast while Franco drives toward the Mediterranean. Government losses cited at 3,000 dead and 3,000 captured with aerials tied to the long campaign.
Senator Arthur Capper of Kansas called a conference of smaller business men worthwhile and predicted more such meetings locally regionally and nationally. He said the event showed small business problems are a national concern and would lead to meaningful action.

Washington February 7 The District of Columbia Court of Appeals upheld the March conviction of Dr Francis E Townsend for contempt of the house. He faces a 30 day jail term and a $100 fine unless the Supreme Court reviews. Townsend walked out of a 1936 house committee hearing refusing to let him read a statement.
Women guests from Lawrence and KU will attend a formal centennial celebration of co education hosted by the local AAUW chapter. Dr Louise Pound of Nebraska will speak on A Century of Co education, with Mrs Waldemar Gelich presiding. Reservations advised.
Indiana, February 7. Peg legged Philip Tellina died by his own action in Iselin. Coroner Woods reported $4,204.85 found. $1,564.85 on his person and $2,640 concealed in the hollow wooden leg. Tellina, 63, had drawn relief payments and lived alone after losing a mine accident.
General Emiliano Chamorro, former Nicaraguan president in exile, said political enemies tried to kill him as two unidentified men fired several shots from the street while he read a newspaper on his balcony. The assailants fled in a car.
The city council meets in regular session at 7:30 tonight to consider a blanket WPA project covering street improvements and related work.
County auditor Mildred LeSner presents a projected distribution of state sales tax residue to Douglas County taxing units. Estimates assume $4,000,000 for 1988 and $6,000,000 for 1939 to be allocated, using population and assessed valuation shares.

The M N Penny Construction company plans to restart work this week on the Union Pacific underpass in North Lawrence. It holds the contract to pave the floor of the subway and the 0.75 mile connecting link to highway 53. Concrete curbs and gutters will be poured this week as part of underpass work. The roadway paving is finished. Cook and Ramsom Construction of Ottawa completed the bridge in the connecting link at the town's north edge. Penny has finished grading 0.38 mile of the city connecting link and paved about two thirds of that section. outside the city only rough fill work has been done.
