Washington AP reports a five member arbitration panel under NAFTA will rule on the U S refusal to permit Mexican trucks on U S highways. The panel sided with Mexico in a November decision and is expected to do so again. Mexico says it loses about 2 billion dollars and 14 000 trucks cross the border daily due to U S policy. President Clinton resisted the NAFTA timetable and President elect Bush faces whether to accept the ruling or negotiate compensation with Mexico, potentially restoring highway access.
