Secret citizenship rule for federal voter forms sparks backlash

The U S Election Assistance Commission faces sharp criticism from voting rights activists and a commissioner over a new policy requiring citizenship documents for residents in three states who register with the federal form. Executive director Brian Newby says the rule is an administrative action, with reviews possible, while critics call it a secret unilateral shift counter to long standing policy. Kansas Kobach ally Newby defends the measure amid calls for Commission approval, and legal challenges loom as debates over dual registration persist.
