Legislature panel advances budget bill amid revenue shortfall
Kansas lawmakers moved a budget bill from a House committee to the floor to address a cash flow gap after January revenues fell $47.2 million short. The plan redirects 158.5 million from the highway fund to the general fund, trims pension contributions by 48 million, sweeps about 12 million from the KEY tobacco fund, and funds social services while delaying 63 million for school finance. Dems objected to further KEY sweeps as Republicans trimmed Brownback's proposed 14.5 million to 12 million.

Bills move to full House on straight-party voting and ballot removals
Kansas bills advance amid bipartisan clash over ballot rules. HB2104 allows removal only if a candidate dies by Sept 1 with party replacement required. Supporters cite 2014 Chad Taylor case while opponents warn of costs and unintended harms from forcing candidates to stay on ballots despite disqualifications.
