State to begin welfare drug tests in Kansas City
Kansas City Missouri reports a pilot welfare drug testing plan similar to Missouri's. After eight months and 636 tests, 20 positives emerged while about 200 declined to comply. Missouri has 32,000 welfare applicants since testing began and the program costs around 500000 dollars. Rep. Stacey Newman calls the plan a waste of state resources. Benefits are suspended for positive tests but can resume after completing treatment and job training funded by federal welfare funds. A second failed test triggers a yearlong benefits loss and a third positive means permanent loss.
