American energy chief William E. Simon says a Christmas compliment from the public and continued energy savings could avert fuel rationing as the nation faces shortages. Officials warn of higher gasoline and heating oil prices due to Middle East crude increases, with potential rises of one to two cents per gallon if producers raise costs. Ford urges Congress to approve emergency energy legislation before holiday recess.
