States spent billions on PPE early in pandemic across several states
California led spending in the pandemic's first months with at least 15 billion dollars, followed by Texas Maryland Massachusetts and Washington. New York spent hundreds of millions on PPE and ventilators though spring totals are unclear. States bought from unfamiliar suppliers including BYD the Chinese EV maker, and prices spiked from about 14 cents to 3 dollars per glove and up to 10 dollars per mask.
