Missouri Plan For Irrigation Has Rate Hike

Washington AP reports a new Missouri River Basin plan will raise annual federal power rates by 1.5 million dollars to fund irrigation projects. Kenneth Holum says the measure clears the way for authorizations of the Garrison Diversion Unit Nebraska North and South Dakota projects and Mid-State and North Loop divisions in Nebraska. The rate increase of about 0.25 mills per kilowatt hour, roughly five percent for Eastern division customers, covers North and South Dakota Nebraska Montana and parts of Minnesota and Iowa. Western division rates and secondary power are unaffected. The plan awaits action by House Interior Committee and requires congressional clarification on interest charges. The program has faced hearings delays but proposes a 2.5 percent annual interest on unpaid balances and uses Water Supply Act terms for new construction. The 5.8 billion ten state project has been under way since 1944 with $1.688 billion federal investment through 1962.
