Wind power plan tests Kansas renewable energy law
Westar plans to buy wind farm power in Oklahoma to meet a 2020 20 percent renewables target, amid a push in the Kansas Legislature to repeal the mandate. Gov. Brownback says phasing out the rule is possible after the next session. Supporters and critics argue over costs, market impacts, and environmental aims. Westar avoids taking sides, citing customer cost and policy decisions.
