Baldwin City Considers Neighborhood Revitalization Plan
Baldwin city officials will present a neighborhood revitalization plan to commissioners for consideration and review. The council recently passed an ordinance establishing the plan to encourage structural improvements on commercial and industrial properties. The plan abates incremental assessed value changes, per a letter from City Administrator Larry Paine to County Administrator Craig Weinaug, requiring an intergovernmental agreement with Douglas County and the Baldwin school district.

Paine states the plan aims to improve overall appearance, restore community pride, raise residents’ quality of life, and foster public equity by encouraging reinvestment in a distressed area to stabilize a declining tax base and raise property values after rebates. It excludes new construction in new areas as the goal. The city council adopted the plan on December 7.
