Miller Rules Funds Action Was Improper
Kansas Attorney General Vern Miller ruled that the 1972 legislature acted improperly in trying to move 578,100 dollars from county and city liquor enforcement funds to alcohol treatment programs without amending the governing law. He directed refunds or book corrections to restore any transferred funds to the original liquor enforcement fund and noted the legislature lacked authority to transfer without legal changes.
