Kansas schools face a funding shortfall as 2014 estimates show base state aid per pupil at 3838 dollars, with 17.8 million short in the current year and 19.9 million short next year. Kansas education officials draft regulations requiring teachers to submit fingerprints and pass extensive background checks to renew licenses. Assistant general counsel Scott Gordon says districts already require fingerprint checks in some cases, sparking unease among teachers and unions as the proposals move forward.
Kansans remained slow to enroll in health insurance through the online marketplace in November, though enrollment numbers did rise. The report notes continued barriers and gradual gains as the period ended.
