Meteorologists expect arctic air to linger through the work week in Lawrence. Today's afternoon highs top at 19 degrees under scattered clouds and north winds of 8 to 12 mph. Tonight will be bitterly cold with a low near 6 degrees, shaping a harsh overnight.
A departing low pressure system will bring snow from southern New England to New Jersey and lake effect snow showers across the Great Lakes. Snow is also expected into western and central Pennsylvania and further from the central Rockies to the central High Plains.
On this date in 1886 a three day snow storm struck the southern Appalachian Mountains. The storm produced 25 inches at Rome Georgia 33 inches at Asheville North Carolina and 42 inches in the mountains.
A Kansas legislative committee endorsed a bill to require citizens to identify themselves under certain circumstances to aid police in stopping suspects. Sen. Jay Emler and Rep. Mario Goico explained the measure would let officers verify names against criminal databases and allow frisking for weapons if safety demands, while preserving limits, such as not forcing ID when a person merely looks at items in a pawn shop window. The proposal advances to the 2006 Legislature starting January 9.
Second Lt. Erick J. Anderson of Twinsburg Ohio had faced two counts of murder and related counts for allegedly authorizing Iraqi civilian killings. An Army investigator recommended against court martial and all charges were dropped at Fort Riley. The case drew statements from lawmakers and family as Anderson spoke of relief and reflection.
