Kansas faces potential 100 million plus tax cuts

State officials warn tax cuts could top 100 million, leaving a 145 million shortfall in fiscal 2000 if the entire pot is used. Critics cite stability, education needs, and R&D as reasons to restrain spending while parties form a coalition to pass a package.

State budget scenarios and general fund balances

The state general fund ends each fiscal year with 7.5 percent of expenditures. For 1999 and 2000 the minimum balance is assumed, while flexibility measures how much could be spent or taxed. The example shows a tax cut of 234 million and spending increase of 100 million in 1999, yielding an ending balance of 11.5 percent then and 7.5 percent in 2000. Source: Budget Division.
