Documentary stamp taxes on bonds, stock transfers, produce sales, drafts, checks and deeds were imposed with rates like the Spanish war era. Taxes apply to stock transfers, stock certificates, mortgage deeds, and parcel post packages, with postage stamps required on parcels. Revenue expected from these taxes to fill the treasury.
Kings of Norway Denmark and Sweden announce an accord at their conference in Christiania. They vow to maintain cordial relations regardless of the war's duration or form and to observe strict neutrality toward all belligerents.

Berlin reports capture of thousands of British prisoners and several artillery batteries amid a Cambrai salient push. British withdrawal slows German drive as counterattacks continue, with gains on the southern flank and losses for the German side. Dr. Von Kuehlmann tells Reichstag that Germany will not press large claims at a peace conference. Governor Capper, in Bucklin Kansas, denounces “Profit Hogs” and divides Americans into two classes patriots and profiteers. He reads a Clinton farmer W. J. Carter letter detailing high prices, low wheat returns, and a call for fairer government profits amid price fixing.
Petrograd reports M Maklakoff the Russian Ambassador to France has been dismissed by Leon Trotzky for participating in the inter allied conference. Appointed by the Kerensky government he arrived in Paris November 7 and has not presented credentials while awaiting Russia’s outcome. He attended the conference as an unofficial observer and had voiced opposition to the Bolsheviks. He predicted the fall of the Maximists on November 26.
Amsterdam dispatch quotes Dr. Von Seydl er saying Austria Hungary will negotiate for a speedy peaceful settlement with nations willing to end hostilities. The premier asserts Austria Hungary will avoid territorial or economic oppression and respect others need for self determination while maintaining its own national organization. Funeral of Mrs Kinble notes an old Douglas county settler to be buried in Oak Hill Cemetery after arriving from Manchester New Hampshire.
A brief Kansas weather note reports fair conditions tonight with continued mild temps. No significant changes expected as Baye area remains dry and tranquil through the period.
President Wilson aims to keep the coming session focused on vigorous war legislation. He will address the House at 12 30 PM Tuesday with a joint session arranged by the White House and Speaker Clarke and Vice President Marshall. Cabinet memos and informal congressmen meetings outline the expected agenda including fiscal bills, bond authorizations, revenue measures, and domestic issues. Prohibition and woman’s suffrage amendments are expected to be pressed early.
A special service will be held at the Elks Building tomorrow at three o'clock in the afternoon with Lieut. Governor W. Y. Morgan delivering the main address. The program includes prayers, a duet, readings, a memorial address by Morgan, a cello solo, and a benediction by Rev. E. E. Stauffer. The public is invited.
Yesterday near Seigel school two Petefish brothers were knocked from a running board by a slowly approaching car driven by J W Banks. Both boys escaped with only slight injuries after prompt treatment. Campaign to sell the remaining 3500 dollars of Fair Association notes led by chairman C. B. Hosford. With 9000 dollars already sold from 12500 dollars of stock, the deadline is December 15 to enable the Fair Association to take over the fair grounds. Shares of 100 dollars will be offered, with at least fifty citizens expected to subscribe, aiming to maximize large-amount sales before expiry.
Word has been received of the death of Mrs. Mary E. Tasker this morning at her Topeka home. A Lawrence resident thirty years ago she belonged to the Congregational Church and was known by many older residents. The body will be brought to Lawrence Monday afternoon and laid beside her husband in Oak Hill cemetery with a short service at the grave.
City officials approve erection of a concrete pedestal near the center of the south approach to the new Kaw river bridge. A large light or cluster will illuminate the approach to guide traffic after a grounded wire disrupted the bridge lights. Electrical work to inspect and repair wiring is underway to restore lighting.
The Douglas County Farm Bureau meeting set for 2 pm today in Chamber of Commerce rooms is postponed to 2 pm next Saturday. President A A Hicks cites unfinished minor organization details while full membership of 250 is secured and part of $800 for office equipment and salary raised. County commissioners may appropriate $1,000 to $1,600 at next meeting with state and federal matches. School No 44 in Roscoe district installs adjustable seats sand table and kindergarten chairs ahead of a standardization drive before Miss Julia Stone visits.
Paying Taxes Fast 4 totals of $20,700 in taxes was collected by County Treasurer I C Stevenson last month more than during the same month a year ago. The amount taken in last month was $81,961.40 while only $61,251.59 was collected during the same month a year ago.
November yielded a record low in the city police court with few cases tried. The small number of proceedings marked the quietest month in court history and fines totaled only fifty five dollars.
A marriage license was issued yesterday by Judge C. E. Lindley in Missouri, authorizing a union between the unnamed parties as recorded by the county officials.

He warns pacifism could trigger Russia-like scenes.
Four cases were tried in the district court of Douglas county yesterday and another case is being tried today, with no decisions yet. Trials included Central Specialty Co. of Kansas City versus E A White et al, Mrs A M Thompson versus Henry A Filer et al, City of Baldwin versus Walter Kennedy et al, and Hardin Seed Company versus W A Dunmire. Today’s case is Mrs C E Putnam vs C E Putnam. Linwood teams play at the city Y M C A today, one against Working Boys and one against High School class after a 17 to 13 win over Eudora by the Working Boys.
Great Lakes School Ward and Early Keller and Russell Fordice are the latest recruits from Lawrence to go to the Great Lakes Navall Training Schools at Greist Lakes Indiana. The boys will leave for the camp December 10.
