Fred W. Upham, treasurer of the Republican National Committee, testifying before a senate panel, denies ever seeing or approving a list of quotas attributed to Governor Cox. He says the list appeared in newspapers after Cox's Pittsburgh speech and that no one in his office prepared it. He notes the national committee agreed to lend $20,000 to both senatorial and congressional campaigns, to be repaid from their own funds, a sum not in the official four million dollar budget.
