County commissioners near finalizing a 190.7 million budget for 2024. The plan cuts the property tax rate yet raises total property taxes over last year due to higher property values. A public hearing allows resident guidance before final adoption, plus a separate hearing on exceeding the revenue neutral rate. They can only cut spending, not add to it.
A Lawrence man, Scott Wayne Waisner, 56, is charged in Douglas County District Court with one felony count of aggravated indecent liberties with a child for intercourse with a person between 14 and 16. The alleged incident occurred in September 2013. Waisner was arrested around 5 am Monday and released on a $15,000 surety bond. He is set for a status conference on October 10.
A Douglas County judge sealed the arrest affidavit in a case where a homeless man says he defended others at the city run campsite after allegedly striking a trespasser. The alleged victim, later arrested for attempted murder, has an affidavit also requested to be sealed by the state.
