KCC to study rules limiting utility shut offs
The Kansas Corporation Commission opened an inquiry into the states cold weather rule amid Kansas Gas Service plans to relimit how customers reconnect after winter arrears. The rule bars denial of service from Nov 1 through March 31, with 1/12th payments and a yearly plan to settle the debt. CURB notes abuse possible but needs more evidence. 207000 one year plans since 1998, 93 percent broken. By June, 54500 customers owed money from winter bills.
