City Council Refuses to Suspend Rules on Sutton Franchise
The City Council held a special meeting to consider the Sutton electric line franchise but refused to suspend the rules to expedite it. Four members voted in favor, including Kasold Hazen Hults and Blair. Camelman West was absent. The body adjourned without acting, citing a strong public hurry bias and a long-standing rule against evaluating a franchise in the same month it is introduced. The ordinance will be reviewed on its merits next September. Also noted, testing wells for Baldwin water works will begin with Dalton of Lawrence and equipment from Kansas City to determine best water supply and cost, with a public decision expected after estimates. Under sheriff Woodward is investigating reported glanders in horses around Clearfield, gathering reports of illness and conducting a thorough inquiry.
